This is interesting. Same setup on the same radiators @DanHolohan and I worked on at The General Society of Mechanics and Tradesmen. I wonder if this was also a Paul system.

At first glance I would call it a 1 pipe system with TRV air valve vents.

Andy Mickelson is the go to guy for hydronics and steam in the Missoula area. Maybe he has been in that building over the years.
