New Furnace sparking - blue lights when it operates

My daughter in Portland OR rents a home. the landlord replaced the furnace 4 months ago.

When it operates, there are ticking noises and when looking into the air intake, you can see blue sparking. It has been going on for months. The furnace seems to operate normally; heats, blows air etc.

The installer told them to clean filter which they did, replaced with new filter. But that seems like BS.

What is this and is it dangerous? Any thoughts helpful.

    Does it have an electronic air cleaner?

    Here's what I can see in a photo. The video which I can't post here shows sparking sporadically about every 2 seconds.

    Is that a UV lamp?

    We need much better pictures, we can't tell what we're looking at.

    Sorry, that is a screenshot of a video. There is blue sparking inside the air intake. It sparks blue and is sporadic but continuous while heater is on. Once the heather is turned off, the sparking stops after a bit, but not immediately.

    Turns out the new heater has an electric air cleaner, but the installer didn't know or understand it. 2nd guy checked it out and clarified it's normal operation. Go figure..
