I wasn't bringing in politics?
My concern is how a flat rate would affect the grid overall. Such as usage in the same vain as how rental tenants who don't have to pay for heat often have no concern for things like leaving windows open in the dead of winter.0 -

I am a PG&E customer. The proposal is not for a fixed charge based on income, but for a fixed *base* charge based on income and a good deal higher than the existing "customer charge", plus an energy usage charge lower than the current rates.
An independent agency is supposed to verify customer income, and I believe number of occupants. This will be an administrative nightmare. There is much grumbling among the customers. This plan will also reduce the incentive for conserving electricity by loading more of the cost into the fixed base than the variable energy usage charge.—

Well that explains it a little better. The way the news article is worded is kind of confusing.
