Taco 3 wire zone valves

I want to know what the lever does on an older style, 3 wire Taco zone valve. I've seen boilers where all the valves are in the open position 24/7 no call for heat, and other boilers where they all appear to be closed 24/7, yet there is scalding water going through the pipes. Is the lever supposed to move up and down? What is the point? I never see it move and it doesn't seem to make a difference. I know how they work and how to test them.

    They lever should always be in the up position. It is only there as a manual switch that will allow you to open the valve incase there is an issue with the valve. By pushing the level down it will open the valve to allow water to flow to the zone.
