Unequal Temps on identical floors.

I have a hot water system on a 3 unit property. The units are stacked first, second and third floors.

First and third floors are within one degree F but the second floor is 4-5 F lower. 

The apartments all have the same layout and radiator sizing.

This has always been the case, just recognizing the difference now as I've installed sensors.

What's the first things to try to resolve this???

    Is anyone complaining? It's all about flow, heat loss, insulation, infiltration, etc.
    Could be as simple as the sensor is incorrect or cold air in the wall behind the sensor.
    Could be some insulation missing in the walls, or on the pipes.
    Could be weather stripping on windows doors.
    Could be a flow issue, restriction, partially closed valve etc.
    Could be...could be...could be.
    I'd first make sure it's an actual problem. Maybe 2nd floor tenant likes it cooler.
    Then I'd have to start to investigate with a thermal imaging camera.
