Have to see more of what it is connected to. Probably a boiler return trap.0

It's a "vent trap". This functions as the only air vent in the system. What you probably have here is a Webster Vapor system of some type. All Steamed Up, Inc.

So I opened the Webster vent and in an attempt to clean it out but the float inside was broken in half one half hanging on the rod assembly and the other at the farthest corner of the trap stuck in sludge it’s looks like it weighs over 100 pounds .. it’s on a two pipe steam system and I’m not getting heat on some radiators In the further part of system there is only a vacuum breaker style vent so old it had no model number or manufacturing stamp …. If the rod is stuck in the up position, it's blocking the air outlet. That will cause the system to heat poorly.
Start the system with that cover off and see if it heats better. If so, you've found the problem. I'd simply remove that vent trap and replace it with a Gorton #2 vent. All Steamed Up, Inc.
