Radiator bleeder valve not bleeding

I bought 2 used radiators. They had defective bleeder valves. I drilled them out and tried to to clean out the threads then had a mechanic drill out the holes, tap them using a 3/8 hole and bushing. These leaked so I put in a bushing. Now radiator #1 in line works. Number 2 in line does not bleed air. I removed the bleeder valve and the bushing. 'Any thoughts?

I posted too soon. I need more troubleshooting. I wonder if water is even getting to #2 but it got warm so that is likely. I have the bleeder bushing open to the air and their is no water coming out of #2. I did not hear any air coming out of the #2 bleeder either. The floor is not level. I will update after I fix 2 small leaks and troubleshoot.
