Steam Heating - 2-story house with warm upstairs and cool downstairs

Would like some ideas to investigate.

Main header vents work great, insulated as well as adjustable rad vents on bottom floor open 100%, radiators do get hot all the way across.

Bottom floor at 425 sq/ft. with 2 radiators in each corner. Seems overall room size plus heat loss from cold north walls is the issue.

Plan on moving a larger radiator from kitchen on a different main (short main vs long main in living room) and swapping it with one from living room, larger radiator vent is open 100% and heats well (previous owner had a decorative metal cover over it and only the front puts out heat-10 rows of fins, living room has 7). My hope is to bring the additional capacity into the living room to heat it up better, pipe size and pipe supply is the same....any ideas on this move?

Well, that should give you a warmer living room and a cooler kitchen, but aren't both of those rooms on the ground floor?

By the title of your post, you may need to slow the venting of your second floor radiators.
