What is the maximum angle the radiator should be raised up at the end away from the steam pipe, to allow water to drain back to the system ? Mine are raised just a bit to allow water to drain back to the system. But a few don’t heat well even with new vents so I was wondering if this could be an issue . I might have a 2-3 degree slope but I’m not at that location now.

at least 1/8-1/4"/ foot. Raise it a little at a time. Vent the main lines fast and the radiators on the slow side. Keep the steam pressure low....under 1.5 psi. Check the near boiler piping and check the water level while steaming to see how much it bounces. 3/4"-1" is normal. If water is surging and coming into the top sight glass tapping you have issues0
