Does a gas regulator have ranges for incoming pressure?
example- I have 2 lbs for incoming gas, can I use a 5lb to inches regulator?

Yes. But regulators are sized by 4 things. The type of gas (nat or propane. The inlet pressure and the desired outlet pressure and the maximum flow rater needed.
Pipe size of the reg does not mater when it sized right. You can always use a reg as long as it is rated for the inlet pressure it is rated for. it may not be the right capacity though. Look the reg up on line and find the selection charts.0
