Radiator not heating

I have an old triplex with boiler heater system. One of the apartments has the heating problem. The radiators are not heated. It has an valve shown as blow. I’m wondering how can it be sure the valve is opened for heating water to flow?

I would think the stem on the end would move in and out. The actuator could be bad. Not sure what make valve that is0

There is a remote thermostat somewhere at the end of that small tube.
If you remove the actuator the valve should open all the way.
The silver/chrome nut can be unscrewed to remove.
Under it is a small pin that moves ever so much.0 -
