Warren Webster System Convector Radiator Supply valve

Hello all,
I have previously posted about Radiators and associated thoughts about performance in regard to Steam to HW conversion. While it is understood there is a lot involved in that and there is much research to be done.
I believe I was finally able to find the type of Radiator that these are, Warren Webster Convectors. See attached photos as well as product data literature from the 30s.
My question is in regard to the Supply valve and the associated Orifice I am seeing as included on the "Three point Supply Valve" indicated on page 12. I have poked around on this forum and have seen these types of radiators with an orifice like this will not allow for the use of HW; I want to ensure what I am seeing being referenced is the same thing I have seen at other places on here.
As you can see in the photos some of the radiators have this supply valve and some do not have it installed.

There is potential cost savings in this building and as part of a larger scale plan to lower campus HTHW temp. I also have the appropriate AHU (approx. 30 AHUs) distribution pipe size on my Supply end and almost all of my Return side to reuse both this pipe and the current risers in the building (along with currently unused 10" risers up and down the building if needed) once new coils have been installed.
The Radiators have been tough to review due age and way the pipe is routed as well as lack of design literature up until I bought the EDR book recently and was able to maybe pinpoint the actual manufacturer. All of the Supply / Return risers and pipe from the radiators is sized large enough as well. It may not end up happening and are still weighing the construction cost vs ROI.0
