VXT malfunction

in Gas Heating
My vxt-24 water feeder is flashing. It started flashing reading 980. I reset it by turning off the power to it in the fuse box but it’s still blinking. Any suggestions or causes to what could be going on??! I know the flashing can indicate the meter has "rolled over" (exceeded 999) representing an excessive feed amount for most applications. But it started before reaching 999, and is still flashing after being reset.
