Zones acting different

Hi all,
Hoping to get some guidance. I've looked through and haven't found anything already discussed. If it is, please forgive me
I have a new townhouse with radiant floor heating. I believe it's in concrete thin set on each of 3 floors. Earlier, in the Fall, it was hot out and the basement zone would not turn off. Now that it's cold out, the basement zone won't turn on. But at the same time, the main floor zone won't turn off.
I've tried changing out the thermostats. Swapping the thermostats. Changing the batteries. Nothing works. I hear clicking on the thermostat and what sounds like a pump turning on but nothing seems to change.
Any help or direction is appreciated. Thank you.
Ps... I have called the installer and, though it's a new install, they won't come look at anything without charging me a minimum of a 2 hour service change. Thoroughly frustrated and now trying to handle on my own

When you say new, you mean like “under warranty “? In my work experience , the problem is found with testing and correct repairs made and then the billing and warranty details are lined out.Slant Fin Galaxy GG100(1986) , 2 zone hot water baseboard, T87 Honeywell thermostats.0
