What valves do the radiators have? Usually the valves were designed to meter the steam on vapor systems.
Steam in the returns will block the air from venting from other radiators.
Is the boiler running a vaporstat on a few ounces of pressure?
Orifice plates require no maintenance once you get them set up, steam traps need to be maintained.
What is in the near boiler piping? Anything unidentifiable?
Check valves were common on the returns from various vapor system return devices.0 -
