2 floor house, with Boiler PSI/Pressuretrol setting to 5. I think this is too high, and unnecessary.

Can/should I have a plumber lower it? Heat reaches top floor before the PSI levels even move above 1. Is this higher PSI wasting money on gas bills? Thank you

Most steam systems work best at low pressure. I would turn that down to 1PXI but most of today's controls won't let you go much below 2PSI. Take a picture of your pressure control and we can tell you how to adjust it. They are usually a grey box with a small scale on the front or they can be a grey box with a clear plastic front with a scale behind that plastic.Smith G8-3 with EZ Gas @ 90,000 BTU, Single pipe steam

Shut the power off to the boiler and take the cover off the pressure control. you will see a white dial inside that should be set to 1 psi. Then on top of the control there is a screw. Turn the screw to lower the cut in setting to 2 psi. In a residential job the boiler operates better if it doesn't build pressure so this probably will not affect your gas bill.
Replace cover when done.
I would suggest having your pigtail connection under the pressure control cleaned if it hasn't been checked in a while2 -

On the top of that box you will see a screw that lets you ajust the pressure, turn it till the pointer is about at the 0.5 mark. Check that inside dial and see how the boiler rns now.
