I saw this outside an Electrical Contractor's office today. I'm guessing the COP isn't great...

Some years ago I was working at the Evans Area of Ft. Monmouth. Our computer room was too hot so the higher ups ordered window AC units for it. I did a little looking around and noticed that the central air chiller was 80% covered in ice thereby restricting the air flow. I even tried turning off the chiller for the weekend with just the fan running. It didn't make a significant dent in the ice. They went ahead with the window units and didn't fix the chiller.0
