propane regulator for Carlin ez pro

I'm preparing to have my oil burner swapped out for a Carlin ezpro burner, 120Kbtu run off propane. The burner will run off two existing 120g tanks manifolded that are very close to the boiler location, less than a 30' run of pipe total. The tanks have an existing dual stage regulator at the tank, and are piped to a single 40,000btu fireplace insert, which is the only other appliance on the system. interior piping will be 3/4' black pipe.
my question is:
I have been told by one tech that I need a second regulator about 10' from the burner, and by another plumber that it wouldn't be necessary. so do I need a second regulator? The person who suggested it didn't have any great explanation of why and I'm having trouble understanding what the purpose would be.
