Pressure Test Painted vs UnPainted

Why is there a 30x (3 vs 90) difference in the pressure test for painted vs unpainted Pipes? How does that make any sense? Is 90 only for freshly painted pipes?

    From the New York City Code: (3) Notwithstanding the above, all coded or wrapped pipe shall be pressure tested at a minimum of ninety psig. For testing, the piping shall be filled with air or an inert gas, and the source of pressure shall be isolated before the pressure readings are made. All test duration time periods are to be measured after stabilization of testing medium. Fresh water may be used as the test medium only where the required test pressure exceeds one hundred psig.

    Perhaps due to that uncoated pipe can be visually inspected? But that would not cover pipes inside wall. 

    Perhaps there is a increased opportunity for corrosion with coated pipes? That seems counter intuitive.
