Diverter stem

The diverter stem is bad. It has a copper pipe sleeve over the stem. I tried using shower valve wrenches and the smallest is not big enough and next size will not fit in the sleeve. What can I do. House was built in the 1940s

A picture would be great. There are shower valve wrenches available in sizes other than those in common sets.0
