2 zone forced hot air

in Oil Heating
I have a 2 zone system. I replaced the damper motor in zone 2 due to it not opening and closing properly. I only get heat to zone 2 when zone 1 is running. Do I always have to keep zone one on heat for zone two to provide heat to zone two? Or could it be a bad zone panel? I should be able to just have heat to zone 2 while zone 1 is not getting heat correct? Tia
