Radiant heat system issue

The thermostat works to turn on the system when needed. It runs fine, the heater
works fine. The heater isn't being told to heat when its needed to heat. When I force the hot water heater to heat the system works perfectly to heat up and run. The issue is I can't be there to force the hot water heater on all the time. Any ideas? Thanks so much in advance
