I have a IN12 burnham steam heating boiler. I noticed that I have 2,  3/4 gas valves, what is the purpose/reasoning behind this ? My old boiler I had just one gas valve, same name and model.

Could be two stage or two valves for higher capacity. You could tell by looking at the wiring and wiring diagram

Could it be something with smooth light off, the valves open at different speeds?

They have two unions on there.
"That's ok, the manufacturer put them there making them magically different than if the installer does it".

Single pipe 392sqft system with an EG-40 rated for 325sqft and it's silent and balanced at all times.

    It is a listed assembly.
