White build up outside new water heater

I had a new hot water heater installed in September of 2021 and now there is a white residue on the bottom and top weld of the water heater? Does it need to be replaced already? What would cause this?

Hi, Water is coming from someplace. It could be a leak, condensation, or maybe even rain down a vent pipe. Photos will help!
