Just installed Tekmar 269, won't turn on boiler

I would appreciate any ideas on how to troubleshoot my install.

Tekmar 269 installed with 1 Indoor sensor, 1 condensate return sensor, 1 outdoor sensor

Powered on, no warning light light.
Cycles lights clockwise (WWSD -> Heating Cycle -> UnOcc -> Early Start)

If I do a "Test" boiler is fired up for a couple seconds.
I disconnected all sensors (turned off all dip switches and same behavior of lights clockwise)

Outdoor temps are 50, and inside temp was 60.

    try turning your Cycle Length up to 50 or so.

    How old is that 269? They haven't made that control in about 15 years.
