Sort of: you could buy an oil or power gas steam boiler without the burner then install one of these: http://www.pelletstovefires.com/pellet-burners.html
Where I used to live in VT those Pellergy units were all the rage, but I don't know if anyone ever put one on a steamer. (I did see one in a greenhouse though, which was pretty cool - er - hot).2 -
Edit to add: Pellergy used to make this type of burner, but I don't see that on their web site anymore. https://pellergy.com/wood-pellet-boiler-conversion/0

Hurst makes one. Might be too big. Same with Burnham.

Austria seems to be the world leader in pellet burners, but not a lot of steam in Europe.
I see ISH is promoting the renewable energy hall for 2023, got a press release on that today. A push on wood and pellet burners in an updated hall.
Maybe they are starting to worry about losing the Russian sources for oil?Bob "hot rod" Rohr

The company that I retired from supplied boilers and stokers for steam or hot water production, that could burn almost any combustible byproduct that could be fed into the boiler by a ram stoker. They also supplied the engineering to make this happen. They supplied units that normally would burn hard or soft coal and equipped them to burn saw dust, nut shells coconut husks and etc. These were for large boilers that supplied steam for industrial sites. They experimented with a myriad of burnable byproducts from industrial sites to see just what could be burned to make heat that could produce steam or hot water. They never did anything for residential since there would be little or no payback.
