Are Steam Angle Radiator Valves bi-directional?

I am a little embarrassed asking this question, but exploring all possibilities.
I am trying to figure out why a radiator is only partially heating up. Does it matter which direction a angle valve is installed on a radiator?
In my case, I have the radiator valve installed in a reverse fashion. The spud is connected to the steam line (coming out of floor) and the other (non-spud) end of the angle-valve is connected to the radiator.
Does it matter which way I connect a steam angle radiator valve? This is a dumb NON-TRV valve.
