oil to gas control setup

Long story short I was out to a no heat call in a body shop. Friend of a friend just moved into it. Has a weilmclain gold oil that has a shotgun gas valve conversion on it. Has 8 modyne style units and 6 are out. I got creative and got most fans replaced but there's pipe issues. Was 2 boilers and 1 died then previous just T'd into loops randomly. There's 4 circ pumps 1 is a domestic on a boiler mate. 1 pump was hotwired on a cord to an outlet. Anyway they have the oil control jumped on TT. They have 3 Honeywell 832 as the circ controls. I didn't look too hard as I'm focused on heat first then the boiler. I will eventually remove Ts and add 2 proper loops to existing. My thought was to install a taco zone panel I already have leftover from a job and just use that. Right now the boiler is on a constant heat call and the relays just kick on from the tstats that have 2 to 3 heads on that loop. The unit fans kick from Honeywell pipe strappers right on supply to the units. Any ideas as to a better way to do this control wise?  Shop is full of old cars many immobile and there's no way to repipe fully or get crazy budget wise

I am not sure what is needed , but there should be relays controlled by each zone thermostat to turn on the circulator . Using the end switch on the relay to turn on the boiler. .... I prefer installing the fan switch on the space heaters return ...

You mentioned a piping problem , A diagram would help
