Upstairs radiator not getting warm

3 story house with loft conversion, top floor radiator not getting warm. At the start of winter I did get it warm by bleeding the air from the system, however after a few weeks, its gone cold now and I cannot get it warm again.
I've checked the thermostatic valve works on the radiator, need some extra advice for things to check.
Red arrow on pic attached is the feed for the upstairs rad, which is hot in the boiler room, but cold by the time it gets upstairs.
Blue arrow is the return from the upstairs rad, which is cold.
