Need help identifying lines

Trying to identify two lines that run off the manifold in what I believe to be a wet radiant system.
When the boiler is running the six lines that run upstairs are getting hot like I think they should be but the two lines running in to the basement floor are not. They are cold at all times. Checked the valves and they are open.
Are these two lines heating loops that are not working? Do they serve some other purpose?

Well if it is for radiant heating it will never get any flow without it's own circulator.
If you close the valves to all the other zones, do you get flow?There was an error rendering this rich post.

I just tried turning off the other valves at the manifold. Still no flow, stays cold.0

Can you post some pics?
There's gotta be a way to purge each loop separately.0 -
All I see is the one purge valve below the manifold and what I believe is a drain valve to the left.
