Missing supply valve

I have a steam radiator that does not get hot and when I look to open the supply valve I noticed there isn’t one. Does one need to be installed or can I open without one?

your first picture is the valve, missing its handle,
it (the handle) may have broken, or been removed to prevent tampering,
post a picture of the other end of the radiator,
is there a second pipe there?(2 pipe system) or any little vent devices about half way up?(1 pipe system)
that answer will prompt better advise on the valve you're questioning,
pliers on that top disc, rocked gently back and forth, may get you some movement,
counterclockwise is more open, clockwise = closed,
if system is 1 pipe, valve should be all the way open, and you would control the heat at the vent,
that pipe thru the wall, and radiator should pitch back to the valve, (far end higher than the valve end)
if system is 2 pipe, valve can be throttled,
known to beat dead horses0 -
