Burnham Contractor Classifications

Need someone to service/evaluate my "Holiday by Burnham" boiler. Nearest one from the listing here is a couple hours away.
Burnham classifies contractors as "Preferred Partners", "Pro Partners" and "Contractors". Any idea what determines classification? If sales, then rather useless. If training/education then much more useful.
