Spray foam and suspended radiant floor heating

Normally it’s noted that insulation for a suspended radiant floor heating system consists of rigid insulation placed on the floor then the tubing and then the concrete placed over it to complete. Question. Can you secure the tubing to the plywood floor, complete with a concrete topping and as an alternate spray the underside of the floor ( between joists) with spray foam?
