NTI Boiler 7 zones with pumps - 1 not working

Greetings:

I have a NTI boiler that has a Taco pump per zone (7), no solenoids (weird huh?) Six of these zones/pumps work fine. One zone when calling for heat does not fire the boiler and the pump is not running. I do hear the thermostat click when calling for heat. I removed the cartridge and it is not seized up. All the pumps on either side which are all wired together are fine.

Upon further review now I suspect the control board on the Taco 007 which should activate no matter what correct ? The boiler not firing is simply because the water is not being circulated and the water temp is not dropping for the boiler to fire ? I have 110v at the PCB board on the pump and I have reseated all connections and tried changing the switch to priority with no luck.

    From information given, seems like bad relay somewhere.
    Boiler has no idea what circ pumps are doing.
