Is this melting? or just too clean? Boiler Chamber Steam Heat Picture included :{

Hello All,
I had someone do a clean on the boiler inside, there were lot of soot.
I opened the upper chamber door and noticed second grill in the water chamber look like there are spots of shiny and almost look like melting solder.
1) Is this something I should get looked at?
2) Is this mean boiler is getting too hot? (** there are no pressure build up, max steam is about 0.5 PSI)
3)Could this spot looks this way because of the cleaning and I have put one bottle of FPPF in 1 to a 1/2 tank of oil (275 gallon tank)
Any thoughts? thank you! Picture is kind of side ways... that is the best angle I could capture it....
