My boiler stopped working because the water was low; the technician told me that cause was pigtail's clogging.
I wonder whether I should ask technician company to clean the pigtail annually or replace it? thank you

The pigtail is connected to the pressuretrol, which is a pressure safety and has nothing to do with a low water situation. If your technician said pigtails deal with low water I would be concerned about their knowledge and ability to work on your system.
For me, any safety should at least be checked yearly and maintenance performed if it isn't functioning properly. In the case of a pigtail if it's checked and clear leave it, if it's checked and found to have "gunk", it should be cleaned.
If you have a steel pigtail the best upgrade you can make is to go with a brass pigtail. I'm on the 7th season with my boiler and the brass pigtails have remained clear.0 -
