S8610U3009 Error Message - 4 Flashes

I have a RayPak 330 H3 Outdoor Boiler that won't fire. On start-up, the S86 flashes 4 times, LED comes on dim for a second or two, then immediately goes to 4 flashes, a pause, 4 flashes, and so on, never firing. I read the manual. It said that error is "Flame sensed out of sequence" and the remedy is "if pilot is lit, replace gas valve. If no pilot, replace module" I replaced the module and had the same result. I took the "Failed module" to my bench and put 24v to it and it worked fine, thus the old module wasn't broken. I went back to the boiler. checked ground connections for continuity, jiggled some wires, checked all connections and the boiler fired up. The snow melt system worked thru 2 snow accumulations and stopped working again with the same original symptoms.
