Balancing valves needed?

Hello,
I'm new to this website. I've been in the commercial plumbing and hvacr field for 14 years and I just started working for a different company. We recently finished a remodel on a small commercial building . 12 office rooms with baseboard wall fin emitters and 6 unit heaters throughout the building, all using hydronic heating. I've always installed balancing valves on the systems I've installed in the past but they told me not to put any in this building. Is this right? The foreman told me it was a hot system but I don't know what that means. The building is heated with two brand new lochinvar crest boilers. There are 3 garages, thats why there are so many unit heaters.
