Combi boiler heating continues to run when thermostat shuts off

Hi
I have a westinghouese CNG140W combi boiler. Recently I noticed that the heat part of the boiler still keeps running even when the thermostat switches off after reaching the set temp. I have an outside sensor connected to the boiler. My inside thermostat is set for 70˚Currently the outside temperatures are between 30˚ and 40˚ F. Does the combi boiler run because of the outside temp independent of the thermostat ? the combi is set for 180˚ max temp.
