Baseboard Diverting Manifold?

The other week I had a service call for a leaking baseboard emitter and came across a manifold tee that i've never seen before.
I took the top off and found a valve stem with a washer, however the full stem would not come out. I've asked some long retired guys and they don't recall seeing them. Mainly looking to see what this fitting is and who may have manufactured them. The homeowner has decided to just replace the section of baseboard.
Back story on the house: Build 1951, two pipe hot water system.

I think it’s just a shut off for some high output baseboard. The long stem is to close both supplies.
The stem may not come out because it’s corroded in there.There was an error rendering this rich post.

The bottom outlet goes directly to the return pipe. The top outlet goes to the fin section.0
