I posted a picture of this boiler here before. It's my aunt's she just had the asbestos removed. But they rewrapped it and some kind of fiberglass and exposed this device. Looks like a hydraulic jack pump. Maybe a pressurizes is the boiler?

    Likely a damper connected to the coal door with chain at one time.

    That control is no longer used but was abandoned in place no harm done
