Fan always on for Min. Heat function?

When I turn on minimum heat function on my Fujitsu unit, the fan seems to be blowing air all the time (when room temperature is above 50F), is this how it suppose to work? I want to use this feature in the winter to prevent frozen pipes in case my boiler stops working.

Any DSS ( or ducted mini needs to be able to " see " the space temperature. Most of these default to the inlet air temperature sensor that is located in the " return " of the unit. Air needs to be moving across this sensor in order for it to be accurate / effective.hvacfreak
