What's the current method for removing spuds from radiators that had the two tabs shear off?

Use a saw or cutoff wheel to split the union nut and remove it. This gives you a spot to grab the spud with a pipe wrench.
If it will not budge, carefully saw 3-4 parallel grooves inside the spud, being careful to not cut into the radiator threads too much. Hammer/chisel each segment out.
Pipe dope will take care of the minor grooves that end up in the threads.1 -
It's called a caping chisel and it's a bit of a delicate process.
