Rheem Tankless Water Heater Error Code 13

Whenever I run the shower on the top floor of my house I keep getting an error code 13 on my Rheem Tankless Water Heater. Called the manufacturer and they said it is most likely the flame rod, vent or gas pressure. Can't be the vent because the hot water for my basement shower and bathroom sink, and kitchen sink run without an issue and there's only one vent for the system. Replaced the FL2 flame rod but still getting that error message. Going to try to replace the FL 1 flame rod later. Not sure what else could be causing this.
