Valve only opens when off

So i moved into a new condo an the guy had somebody install a new thermostat, with further diognositics i learned that the valve that lets the water through the exchanger only opens when the whole system is turned off or if the thermostat reaches temp, as soon as it gets turned on the valve closes an no hot water goes passed the valve, my guess is its wired wrong or maybe the thermostat wont work with this unit. There is absolutley zero air in the lines also (i checked it)
