Anyone Recognize this Radiator Attachment?

Does this attachment to a CI radiator look familiar?
I’m guessing a humidifying attachment?
It seems too elaborate for a catch pan for a leaking vent.

Hot water system.
Aged National Radiation Boiler.
The rating plate is corroded, but looks to be 42,800k out.

    I'm with Paul. It looks like they're taking steam from the top of the radiator and injecting below the surface of stored water in the tank. The overflow of water in the tank goes back into the radiator through the second pipe.

    It's like the humidifiers that hang on the radiator, but this one fills itself.

    That's kinda what I was thinking, but it's on a hot water system, not steam.

    It might have been converted from steam to hot water at some point in the past. I'm trying to get some more info from the contractor that sent me the images.

    Maybe it’s an early generation auto air vent. IS their some kind of float in there? IS this radiator on a top floor? On a upper floor humidifier is Mostly pointless in a 2 story home due to infiltration/stack effect.
