Boiler Blower Assembly Air Intake

Hi,
I have a Bradford White with a blower assembly for power venting. I noticed that the assembly has a fresh air intake on the rear as well..so its actually venting the fumes from the burner + conditioned indoor air. Does anyone know why it is designed to work like that? Seem wasteful to exhause indoor air that's been conditioned (cooled, heated etc.).

If it is part of the original design it may be to cool the exhaust gases as they pass out thru the fan.
Power vented water heaters use this practice to cool the exhaust down so PVC pipe can be used.0
