High pressure lockout when changing from heat to cool

My 2006 RHEEM Air Conditioner is giving me a code for "High-Pressure Lockout" when I change from heat to cool. I reset it by shorting the test prongs and it runs fine until we change to heat and then back to cool again.
Any ideas why this is happening?

    Don't know. But I am thinking a 5 or 10 min. time delay on changeover may be the fix

    Does the condenser fan run in cool?
