Question about a gas valve operation

Hi- I have a Burnham RV3 running on propane. About a year ago I replaced the main gas valve with a Honeywell SV9602 valve since the original valve failed. In checking the burner operation and cleaning yesterday I noticed an "extra" small yellow flame coming from near the igniter and soot on one of the main stainless heating tubes. Seems like the small jet ignites the bigger flow when heating is sensed and the small jet should shut off at that point. Is this dangerous? Adjustable? Any help would be much appreciated.

Well I believe the OEM gas valve was spark ignition, and the new smart valve is HSI.0
