Morco FEB 24ED Cycling

Hi,

I have a Morco FEB 24ED combi boiler, when it is in use for the central heating I have noticed that it will turn on when the thermostat tells it and the flame will ignite as normal.
It will then run for a while and will start to cycle the flame on and off as the light shows when it is ignited. The boiler continues to run the pump but the flame goes out for a short time and then back on again for a short time and this repeats.

My question is should this be happening? As I have read that this is a modulating boiler, so I assumed it should lower the flame rather than turn it of and on.

    If the load is less than the lowest the modulation can turn down to it will cycle.
